2. Joseph Stalin
Stalin was nominated twice for the Nobel Peace Prize, once in 1945 and once 1948. He was nominated for his efforts to bring an end to World War II, despite the Great Terror he caused in Russia in the late 30s which claimed hundreds of thousands of lives.
